General Summary:

 

Coordinates and supports the development of annual budgets and financial forecasts. Performs financial, statistical analysis of budgets and forecasts to make sound conclusions and recommendations. Responsible for the preparation, monitoring, and reporting requirements related to the annual budget for Health Alliance Plan, Alliance Health and Life Insurance Company, Midwest Health Plan and HAP Preferred Inc. Develops and prepares financial forecasts in conjunction with the strategic planning process. Prepares the annual administrative expense allocation model and for completion and initial analysis of benchmarking surveys.

Act as a technical liaison through the completion of ongoing monthly, quarterly, and annual reporting requirements. Individual must be able to understand, maintain, and implement changes within the <Axiom> financial software from an advanced-level technical perspective.

 

Principal Duties and Responsibilities:

  • Accountable for initiating, coordinating and assisting in the development of the annual revenue, medical and administrative expense budget including forecasts, projections and trend analyses. Should maintain a working knowledge of how new regulations, (ie, Health Care Reform), may impact the business financially. 
  • Administrative Budget duties:
    • Review, monitor and analyze the reasonableness of budgetary requests. 
    • Follow up on any issues related to submitted budgets with appropriate department leadership to obtain support / clarification for identified items.
    • Reconcile budgeted employee positions to the approved position control list maintained by Human Resources. Propose corrections and updates to either system as appropriate throughout the year in concert with human resources.
    • Summarize approved budgeted capital items and calculate required annual depreciation.
  • Revenue and Medical budget duties:
    • Coordinate the request of revenue and medical forecast and budgetary trends
      • Conduct reviews and analysis associated with the reasonableness of forecast and budgetary trends at the product line level.
  • Coordinate distribution of monthly BPR reports to department management. Monitor and analyze anomalies between actual and budgeted expenditures. Follow up with department management to obtain reasons for significant variances. 
  • Maintain Axiom Financial System:
    • Train leadership and provide expertise in the use of system for Budgets, BPRs, Admin Allocation, and Financial reporting
    • Act as a technical resource in:
      • Sustaining Production, Development and Testing environments
      • Writing advanced queries, building templates and reports to support leadership’s decision-making
      • Complete data extractions via data mining
      • Coordinate technical processes needed in maintaining dimensional, financial and user security database table updates.
      • Making technical recommendations.
  • Coordinate the calendarization of the annual operating budget. 
  • Responsible for the preparation of the annual administrative expense allocation model. Process includes annual survey of departments to obtain information for allocating departmental costs. 
  • Coordinate gathering and submitting all administrative expense and operational metrics data for benchmarking surveys. Also responsible for analyzing completed surveys for any outlier benchmarks.
  • Aid in leading and supporting the development and tasks of other Budget Analysts.
  • Perform other related duties as assigned.


 


Education Required:

  • Bachelor’s Degree with a major in Business, Finance or Accounting. 

Preferred:

  • Masters preferred.

Experience Required:

  • Minimum five (5) years overall progressive experience in budgeting/forecasting.
  • Minimum five (5) years of work experience in health care finance

Skills and Abilities:

  • Excellent oral and written communication skills.
  • Excellent analytical skills.
  • Self-motivated and ability to work independent of supervision.
  • Ability to work with all levels of management.
  • Multitasking and ability to meet tight deadlines.
  • An advanced level knowledge of Microsoft products (i.e. Excel, Word, Access, PowerPoint) as well as an understanding of relational databases and related software. 
  • Knowledge of accounting procedures, advanced statistical and financial analysis techniques, forecasting and budget analysis.
  • Aptitude towards computer-based information retrieval systems
